The Education Department was officially launched At AIM 2009 in Guatemala. This followed a comprehensive review of the educational and training needs of CISV at all levels of the organisation.
The new department is comprised of four committees:

  • Education Content Committee (EDC)
  • Evaluation and Research Committee (EVR)
  • Leadership Training Committee (LTC)
  • International Pool of Trainers (IPT)

The department also includes the Education Officer (EO) who is based at the International Office (IO) and a departmental liaison within the International Executive Committee (IEC).

These new committees and the departmental structure replace Education Development and Research Committee (EDR) and the International Leadership Training Committee (ILTC).

The review process lasted 18 months and included members of the IEC, EDR, ILTC and the IO. It was prompted by a number of new initiatives which had been introduced into the organisation and a number of developments which are included in the new strategic plan.

These include:

  • The development and management of new educational resources including the Passport, Big Ed, The Library and the Activity Template.
  • The introduction of the Programme Director’s Planning and Evaluation Form (PDPEF) for all Programmes and analysis of evaluation data.
  • The review of leadership training for all Programme and Organisational positions within CISV and the introduction of the Regional Training Forums (RTF)
  • The establishment of the Train The Trainer (TTT) system and expansion of the IPT

The review also considered the need for new working practices which promote a more collaborative approach to planning, implementation and evaluation across the organisation. This resulted in the creation of the 4 new smaller committees, each of which has a smaller number of personnel, a sharper focus and stronger links to Programme Committees. This rationale is based on the theory of Highly Reliable Organisations (HRO).

Each of the new committees has very specific Terms of Reference which outline their responsibilities within the Education Department. Operational and strategic tasks for each of the committees are identified within the approved plans.
