Finance
The IO’s finance department is now the domain of Fiscal Officer, David Scholfield. Lynne Parmley also provides essential assistance, particularly with reimbursements and banking arrangements.
Budget
David works closely with the International Finance Committee (IFC) to prepare, administer and report on the CISV international budget (which is set by the CISV International Board). David manages day-to-day transactions and provides budget reports as well as ongoing consultation to the IFC and Executive.
Invoicing
Based on programme participation, David manages invoices, penalties and credits to National Associations. Invoices are issued quarterly in accordance with Info File C-11a Financial Routines.
Reimbursements
Around the world, CISV committee members are responsible for using the money assigned to their projects in the International budget. When they incur costs, they submit requests for reimbursements, which are managed by the IO in accordance with Info File C-11a Financial Routines.
General
David also manages banking, payments to general creditors and IO costs. Where needed, he works with debtors to set up reasonable and workable payment schedules.
Grants
Whenever CISV International receives a grant, the responsible members work with David to ensure that the money is paid out and accounted for in accordance with the grant requirements.
Audit
David works closely with the auditors each year to provide the data needed for the annual accounts. In addition to the external audit, the IFC conducts an annual internal audit of financial management.
