Developing the CISV Strategic Plan 2010 – 2013
The development of the Plan was led by the International Executive Committee (IEC) and ensured broad consultation and consideration of internal and external factors.

Through this process, there emerged patterns, best practices and concerns. Globally, the organization identified the need to focus on the health of chapters and build our capacity in order to ensure that we host more high quality programmes by increasing our:
-       understanding and access to quality CISV educational materials
-       leadership training, on all aspects of leadership
-       ability to bring in more members, participants, supporters.
Though the details of these needs were viewed differently in different parts of the organization, the themes and focus were generally quite consistent, from Chapter, to NA to Regions, to International.

This analysis led very naturally and directly to the identification of three Priority Areas:
  • Education, Training and Evaluation
  • Chapters 
  • Profile Raising,
which clearly reflected the needs of the organization.

They were presented for discussion at the 2008 Annual International Meeting (AIM). Feedback was collected at AIM and analysed. The basis of the plan was formulated at the Mid-Way Meeting of the IEC in 2009. Initial points were presented for discussion at 2009 Regional Meetings. Based on the evaluation of the 2004-2009 SP process, some different procedures and methods were selected for the development and implementation of this SP. Of particular note:
-       The new plan has been under development for 18 months so that action can begin from the launch date;
-       There will be a more manageable three, rather than five year timeframe, with three, rather than five priority areas;
-       Each priority area has a colour code, which facilitates understanding as it gives clear visual indications;
-       There are roles and interactions set out for all levels of CISV, allowing us to make this Plan truly global throughout the organization.
 
In consultation with the International Committees and Office, a draft three-year overview of the Plan was developed for approval at AIM 2009. From the overall Plan, a detailed workplan for year one of the Plan (2010) was also developed for consideration and approval at AIM09. These two key documents were circulated to the International Board in July, so that people had some time to read and consider them prior to the AIM.

The IEC thanks the International Board members for their very interesting discussions on these documents and suggestions for enhancing the Plan. After consideration and some amendments the three-year plan overview and the detailed workplan for 2010 were approved with the inclusion of these suggestions.

This Strategic Plan was originally approved to run for three years, from January 2010 through December 2012. With this Strategic Plan, workplans, budget, and reports will be aligned using the calendar year. At the 2011 AIM, the IEC reviewed the status of the current Strategic Plan (2010-2012), including the Organizational Review. In light of the potential outcomes and impact of the Organizational Review and the amount of effort still possible within our current Plan, the IEC decided to extend the current Plan through to the end of 2013. The intention would be to analyze the recommendations of the Organizational Review in 2012 and start developing the next Strategic Plan in 2012 to present for approval in 2013 and to begin in January 2014. This decision was communicated to the International Board during AIM and was accepted without query.
 
Evaluating the Development Process
In January 2010, the IEC conducted a survey of Trustees and EEC on how they perceived the development process of the new SP. In general, the IEC was able to conclude that the process was positive and that people did feel that they had the opportunity to contribute to it. There was, however, a desire to have even greater involvement to enable more broad consultation and input, particularly in the period between AIM 2008 and AIM 2009. The materials provided (Power Points, Overview, Workplan) were well received and found to be helpful formats. The IEC will ensure that the evaluation information is communicated to the next IEC, which will be responsible for the development phase of the next SP.
